Display Energy Performance Certificates (DECs)

DECs are Energy Certificates that must be displayed in all public buildings over 1,000 sq meters and unlike Commercial EPCs which are valid for 10 years, these have to be renewed on an annual basis.

DECs have to be undertaken by an accredited Energy Assessor using SAP/SBEM Energy Assessment procedures and surveys (including Air Conditioning Inspection of Systems and Heating Boilers and control methods) and this requires a different qualification to the surveyors who assess domestic and commercial properties.

The DEC is produced with an Advisory Report that contains recommendations for improving the energy performance of the building and is valid for 7 years. There are penalties and fines imposed for failure to produce a valid advisory report.

DECs are also known as Operational Certificates because the energy assessment includes a calculation of the amount of fuel used over periods of up to 3. When a DEC is undertaken, the Property Managers affected by this law will need to have annual energy meter readings available for the assessor.
